It's called system, you can find it in the Control Panel.
You can customise the toolbars and panels in the Window menu at the top and you can drag and snap panels/toolbars to rearrange it. There's also different panel sets at the very top for different functions. It's set to Essentials by default and you can save your panel sets there.
