A math concept is how you solve a math problem or the ideas. You usually have to memorize math concepts.
Some cartoons that are specifically made for education can be ok, but most of these just serve as distractions in class. If one wanted to use cartoons in a class room, they should choose one that focuses on math or problem solving and challenge the children to think.
If you do a Google search on "math cartoons" you will find quite a few websites with what you are looking for. Some are easier to understand than others. I'm giving a link to one where the humor lies in how hard math is for the non-mathematician, not in the math itself.
Over 90% are educational in the sense that they teach kids something (how to make friends, be a good person, how to be responsible, etc). As for educational in the sense that they are learning things they would in school, such as math and reading? Many shows try to slip math skills into their programs at some point, but overall it is less than 10%
