It depends what you mean by "evenly"
If you mean "an even number of times" then the only answers can be 0.5 or any factors of 0.5 which go into it an even number of times e.g. 0.25, 0.125
e.g 4 / 0.5 = 8 which is an even number
7 / 0.5 = 14 which is an even number too
7 / 0.125 = 56 which is an even number too.
However if by "evenly" you mean...
"a whole number that goes into 4 and 7 a whole number of times without leaving a remainder"
...then the only answer is "1"
