As all United States issued paper currency contains Roman numerals, and such currency is traded worldwide, it is safe to say that nearly all countries use Roman numerals. However, there are no countries or cultures alive today which use Roman numerals for counting or math on a day-to-day basis.

It depends on where you are. In the system used in the US and most (but not all) English-speaking countries ("short scale"), a quintillion is 1,000,000,000,000,000,000. In the system used by some other countries ("long scale"), a quintillion is 1,000,000,000,000,000,000,000,000,000,000. For obvious reasons, if you want to be unambiguously understood by people worldwide, it's better to say 1018 or 1030 and let them translate it into their own local convention.
