So you need to look at the .95 and work out if you need to round it up, or leave it how it is.
If the number after the digit you are rounding is 5 or more, you round up, if it is less than 5, you round down.
This means that the 5 will round the 9 up, but that makes 10 tenths, or 1 whole, so then you need to add 1 to 9. In an equation:
9.9+0.1=10
Therefore your answer would be 10.0.
