In today's modern notation MCDXCIX are Roman numerals that represent 1499 (1000+400+90+9 = 1499)

But the Romans themselves would have probably calculated 1499 on an abacus counting device as MCCCCLXXXXVIIII and by adding I to the right hand side and subtracting I from the left hand side of these numerals simply wrote it out as IMD (-1+1500 = 1499)

Today's rules governing the Roman numeral system were introduced during the Middle Ages and that was centuries after the decline of the Roman Empire.
