The rigid bar is not called a fulcrum! And, by the same token, why is the bar called a bar?

Depending on which application you're using, the name of the bar can be different. For example, when displaying a browser window, usually, the top 'bar' is called the address bar. In another example, in the application Final Draft, below the title you can find the menu bar.
The bar at the bottom of the Desktop is called the Dock. (See links below)
This can be classified as MANY things, it could be called the Address bar, the URL bar etc., but for the most part, it's called an address bar.
