Nothing. They mean the same thing. Except in English, the word circumference is reserved for circles.

I think for other strictly curved, enclosed shapes (I believe ellipses also have circumferences), but dont quote me.

But otherwise any shape with a circumference also has an equivalent perimeter. Its just a word.
