We're not sure what the 'focus' of a circle is, but since there's only one significant point

inside a circle, we'll assume the question is referring to the 'center', and we'll assume

the 'outside' means the circular line (which is actually the circle).

(Isn't it great that before we can do an answer around here, we have to re-write the

question so that it makes sense ! ?)

The distance between the center of a circle and the circular line is the circle's "radius".
