It depends on your definition of "exact". Normally a measurement of 21 feet means 21 feet "more or less". A more exact circumference would indicate by a decimal after 21 or a fraction of an inch indication what the exact circumference is. As the vale of pi ( π) has been determined to 10 trillion (1013) digits it might be thought that the "exact answer" would becorrect to several million decimal points, but this is not the case as even this value of pi is not accurate. Using a standard common value of pi such as 3.1415 wold give an answer of about 6.68450 feet, but even this would be overly (and falsely) accurate due to te imprecise value of the circumference. It would be as valid to multiply the circumference by 7/22 for a value of 6.6818 feet then round it down to 6.8 feet.
