Percentages are always out of 100 (per cent is per hundred in Latin). You can either write them as a decimal, where 1.00 would be 100%, 0.99 would be 99%, 0.15 would be 15%, 0.125 would be 12.5%, and so on, or you can write them as a fraction, where 1 would be 100%, 99/100 would be 99%, etc. Fractions are always reduced, so 20% is 20/100 which becomes 1/5. 12.5% would be 12.5/100, which is an improper fraction. This should be rewritten as 125/1000 to get rid of the decimal and then reduced to 1/8.
