There's no such thing.

It doesn't make sense to talk about "the greatest real number smaller than a certain value", since it's undefined, and that's basically what you're asking for. 1,000,000.5 rounds to 1,000,001 (usually; in some instances it might be your answer, since in some fields the rounding rules say that .5 rounds to the even number).

However, using the usual rounding rules of "0.5 and higher round up, anything less rounds down," you can't specify a particular value.
