A mixed number is a whole number plus a fraction, so it has to be more than ' 1 '.
6/22 is less than ' 1 '. In fact it's less than 1/3 of ' 1 '. No matter what you do to it,
there'll never be enough there to make even the smallest whole number ( ' 1 ' ), so
there's no way to write 6/22 in the form of a mixed number.
I suppose if you absolutely needed it badly enough, you could write [ 0 6/22 ],
but I'm sure you'll agree that it would be pretty sleazy.
