You normally divide by the previous year. The general rule for calculating a relative (or percentage) change is to look at the change compared to the base, or earlier, year.
Half of the base times height.
Yes: In algebra, an "exponent" is a number or symbol, written without any spacing but above the general base line, after another number or symbol that is on the general base line. If the exponent is a whole number, it shows how many times the symbol or number on the base line is to be multiplied by itself in calculating the value of any expression. For example, in the algebraic sentence, "x2 + y2 = 10", both of the numbers "2" are exponents.
Base multiplied to the perpendicular height. A = b X h
In general, an octagonal pyramid is a pyramid with an octagon for a base and triangles (which all have a common vertex) for sides. The octagon my or may not be a regular one.

YES!!! When calculating the area of a triangle the equation is A = (1/2)bh That is the base(b) is multiplied to the perpendicular height(h), and then multiplied by '1/2' or '0.5'.
