Officially the Empire State Building has 102 floors but unofficially has 104 floors. I know this for a fact because I have been on floors 103 and 104. I have even circled floor 103 - on the outside. 104. Floor 104 is the dome. There is a ladder on 102 to 103 and another ladder from 103 to 104. Floors 103 and 104 are not official floors since they are utility floors and are not available to the public. Accordingly, the Empire State Building has 102 floors officially and 104 floors unofficially. Floors 103 and 104 and "floors" 90- 101 inside the mooring mast are not regarded as floors according to officials of the building because they contain utilities. In fact, half the floors inside the mast don't even exist; the other half can best be described as "platforms" composed of steel gratings. I know this because I have seen them and stood on "floor" 97. The elevator operator told me, when I questioned him about the number of floors, that every 12 feet of height is considered a "floor" whether or not it exists.
