The first U.S. dimes were issued in 1796 and are difficult to identify as dimes because they were larger than modern dimes (in fact, larger than modern cents!) AND did not carry a denomination.
You may have a pattern coin, a fantasy piece, or a counterfeit. My suggestion would be to have it examined in person by a dealer or appraiser who is familiar with early U.S. coinage.
