1931 dimes are 90% silver. Except for those minted in Denver, their retail value in worn condition is about 0.07 X the current price of silver; a metal dealer will pay less.

Look on the back of the coin to see if there's a small mint mark letter next to the E in ONE. It may be blank or there may be a D or S. (The W on the front of the coin is the designer's monogram and not a mint mark.)

Numismedia lists the following approximate retail values as of 03/2013:

No mint mark (Philadelphia):
Very worn condition - $4
Moderately worn - $5
Slightly worn - $5
Almost no wear - $16
Uncirculated - $26 to $288 depending on quality

"D" mint mark (Denver):
Very worn - $4
Moderately worn - $8
Slightly worn - $20
Almost no wear - $106
Uncirculated - $210 to $1,720

"S" mint mark (San Francisco):
Very worn - $4
Moderately worn - $5
Slightly worn - $6
Almost no wear - $49
Uncirculated - $120 to $1,560

DISCLAIMER: The retail values quoted are the best available as of the date shown, but may vary significantly due to changes in the precious metals market. Also the wholesale (buying) price of a coin will be less than the selling (retail) price. A reputable coin dealer will be able to give a more accurate valuation based on inspection of the coin.

Varies depending upon condition and rarity.

It isn't really that rare of a year for Mercury dimes and is only worth about $2.10 for the silver content in your coin, if in average circulated condition. If uncirculated it is worth more.
