The zero magnitude by itself is no big deal. A greater problem is that no definite direction can be assigned to it. However, like many other mathematical structures, a zero element is required for the theory to be complete.

Zero is used in set theory because the zero stands alongside a variable which is not set as a constant therefore these constant's can represent more than one symbol or variable.
Without Zero it would be impossible to measure anything.
