One of length. I'd go for Metres and Centimetres but you could use Feet and/or Yards. Or declare a new unit of "Flagpole" which is exactly one flagpole long....

Yes indeed. One needs a new unit of measurement when the subject being considered cannot be measured in terms of the existing units, OR when it is more convenient to use a new scale. In practice we need a new unit of measure when we need to measure Height and we only have Length so far. Conveniently, the scalar (the actual scale measure) can be the same. OK until we meet Time, which we cannot measure in terms of length, height and width. So our new unit is the second - with its definition. And when we come to measure Temperature (oC), or Sound Level (dB), Intellectual Quotient (IQ), ... ... we have to use more convenient or new units.
