First, change 5 percent to a decimal. Do this by taking the percent (5) and dividing it by 100. You will get 0.05.
Set your problem up. Whenever you see "is" in a math problem think of an = sign. Whenever you see "of" in a math problem think of multiplying so,

a = 0.05 x 82,
a=4.1.
To find 4 percent of a number, multiply the number by 0.04. In this instance, 0.04 x 82 = 3.28. Therefore, 4 percent of 82 is equal to 3.28.
To find 82 percent of a number, multiply the number by 0.82. In this instance, 0.82 x 215 = 176.3. Therefore, 82 percent of 215 is equal to 176.3.
