We want the tomato volume to be the same but the total volume to change so that to obtain 28%

Vt = 0.28 x V'

So we have 0.38 x V = 0.28 x V' thus V'/V = 0.38 / 0.28 = 19/14 = 1.357

So the volume of water to be added is about 35.7% of the total volume at the beginning
