The quotation marks change the first consonant in the syllable. E.g. ka, ki, ku, ke, ko becomes ga, gi, gu, ge, go. (s becomes z, t becomes d, h becomes b....) If you mean the small circle on the bottom right of a character, that is the same as a period in english. It marks the end of a sentence.
I'm not sure, but a bunch of these marks appeared on my father's back this morning and they have gotten darker over the course of the day. Does anyone have a clue on these marks?
