In 1863, Lincoln proposed that southern states could rejoin the Union if 10% of the number of voters in the election of 1860 took an oath of allegiance to the U.S. and accepted Emancipation. If they did so, they could write new state constitutions and elect new government officials. It also offered pardons to all southerners except certain high ranking military and government officials.

Lincoln hoped to persuade some of the Southerners to give up the rebellion and shorten the war.
