That privilege is not restricted to any single year. Anyone, no matter when
he's born, can be 14 years old, if he's willing to wait long enough.
For example, a person born in 1997 will turn 14 years old on his birthday in 2011.
If a person has already had their birthday this year (in 2011) then they were born in 1953.
1957
1992.
If you are currently 41 years old and have not yet celebrated your birthday in 2010 you were born in 1968.
