It is possible it was the very first numbering system tried, although, obviously, we don't know much of the specifics of 'early man'.
When you really think about it, though: in practicum, as in computers, for instance, it is used simply in 'Yes/No' format ... that is, 'Is the switch on or is it off?' ... the 1 meaning one thing, and the 0 meaning its opposite.

So how many years has man been asking Yes/No questions in his search for truth and learning???!!
