The most religious city in the world (in terms of religious diversity) is Jerusalem. It has played a part in the three major religions. Christians, Muslims and Jews all at one stage in history laid claim to and controlled Jerusalem. Today it is a major center for religious freedoms.

However, the most religious city in the world (in terms of Demographics) is Mecca. While not too far from Israel, it is very clear why Mecca is the most religious city. 1 in 4 humans is Muslim. Imagine thousands to millions of people praying to the Kabba (in Mecca) all at the same time, in the same place! (Think about it.)
