They are used in MOST countries of the World. It seems that only three countries don't use the metric system (SI) yet. That being said, in the non-scientific communities, as well as in certain sciences, certain non-SI units are used - for example, Celsius or Centigrade for temperature (instead of Kelvin); time measured in minutes, hours, days and years (instead of seconds); or energy being measured in kWh (instead of Ws = Joule).
SI units, which is the abbreviation for International System of Units, is used for making measurements that can be understood in various countries. While most countries have no adopted SI units as their form of measurements, some countries like the United States only use them in certain areas of study.
Libya, Myanmar, and the United States do not primarily use the International System of Units (SI). They each have their own systems of measurement that differ from the SI units.
That means that if two different scientists use SI units, they will use the SAME definition of the units, even if they live in different countries. In contrast, if they use "pounds" for example, this isn't the case, since different countries may use different definitions of pounds.
Countries that do not officially use the International System of Units (SI) include the United States, Liberia, and Myanmar. These countries predominantly use the US customary system, imperial system, or their own traditional units for measurements.
The liter (L) is not part of the International System of Units (SI) but is widely used and accepted for SI use, specifically for measuring volume.

Of all countries in the world that has an officially established system of measurement, only Burma/Myanmar, Liberia and the United States do not use the International System of Units (SI). The United States use Imperial units and U.S customary units. That is not to say that SI is not in use in the U.S. The customary units are nowadays defined from SI units. And the National Institute of Standards and Technology uses it. To answer your question: the metrication of the United States is gradual and there is no fixed date where you can say that the US adopted SI. http://en.wikipedia.org/wiki/Metrication_in_the_United_States

The idea is to have an INTERNATIONAL STANDARD - everybody using the same units. This makes commerce and other types of interactions between countries easier. For example, the pound, a non-SI unit for mass or weight, has different definitions in different countries - different countries use different pounds of different sizes. SI doesn't have such problems - the units are agreed upon by international agreement.
