The only whole numbers that can be multiplied to make 17 are 17 and 1, and -17 and -1.

Another reply: Choose any number (except zero) for your first number. Divide 17 by this number, to get the second number. For example, 1 x 17; 2 x 8.5, 3 x 5.67, etc.

But bear in mind that the question refers to WHOLE numbers, which 8.5, 5.67 etc, are not.
