Why is 34 rounded to the nearest hundred 0?

Because numbers extend in both directions. Count by hundreds from negative 200.

-200, -100, 0, 100, 200...

It seems counter-intuitive, but zero is a multiple of 100, and as such, 34 is closer to it than it is to 100.
