The first thing I thought was the same as you, probably: get a megaphone cake pan and bake the cake in it. Wrong answer: Wilton, who makes cake pans in just about any novelty shape you want, doesn't make a megaphone pan. So...what I would recommend is to make a sheet cake. Cut a cone shape out of it. If you're REALLY slick you could use a bread knife to make the cone rounded like a megaphone is but if you decide to try it make a cake to practice with because it's pretty easy to screw this up. (I wouldn't bother; the cone shape will get you where you need to go.) Then cover the cake in rolled fondant so it'll be pretty, and decorate it like the megaphones your school's cheerleaders use.
