Poor water quality is a definite suspect in this case, the tank is probably over crowded and has massive amounts of waste in it which are consuming large amounts of oxygen. Try doing some large 50-75% water changes and add an aerator to the tank to boost the amount of dissolved oxygen. The fish that is gasping at the surface is the most sensitive to poor water quality; that would explain why only that fish is affected- sort of like a canary in the mine, it will alert you if the conditions in the tank become unsuitable.
