The mass (or weight) of the bag doesn't tell you its dimensions, any more than it tells you its shape or color. I can guarantee you right now that a 28 Kg trunk of ladies' lingerie is bigger than a 28 kg case of books or concrete.
There is no real difference between a bag and a purse other than where the speaker is from. Loosely, a bag can cover all forms of purses yet is also a container to carry things other than what purses carry.
