For the same reason that any art form is still considered as such today. You could even go so far as to assume that puppetry is a combination of several established and unquestioned art forms, such as theater, sculpture, and painting.

It's truly difficult to determine what does and does not constitute an art form, as personal opinion plays a large role. For some, the organized chaos of a well-implemented football play could be considered a work of art, or the elegance of a simply written but efficacious computer program could be as well.

Therefore, puppetry exists as an art form today because it is still practiced, and is still regarded by some members of the population as such. The day that not a single person believes in the art of puppetry is when it will cease to be so.
