You do not define what the 'it' is you are referring to.

If it is a phone company, then yes.

If it is a sausage, then no.

Seriously, a mobile number's validicity might be looked up online. Many phone companies co-operate (at least here in Finlad where I live) to provide an online service to look up which phone company a said number belongs to.
The same service would result non-found if a number was not active.

Whether this kind of service is available in your country, it is impossible for me to know. You should call your own phone company and ask them if such service exists where you live.
