Millimeters may be appropriate, or perhaps centimeters. If a fish is 63 mm long, then it would be 6.3 cm long. U have to take the fish out of the aquarium

It really depends on how small the fish is. If it is very very small, then grams (or even milligrams). If it is medium size, then grams. If it is large, then kilograms. It all really depends on how accurate you want to be.
The SI unit for mass is the kilogram. When massing a fish or any other substance for calculation the use of the kilogram unit will not require changing units as opposed to Imperial measurements.

If the fish does not struggle (it would have to be dead not to) and above water, then you can measure a spring scale.

A scientist would typically use a ruler or measuring tape to measure the length of a fish. They would place the measuring tool along the fish from the tip of its mouth to the end of its tail to get an accurate measurement.

A black bass (or any other fish - or anything else for that matter) is not weighed in inches. Inches are a measure of length. Weight (mass in a gravimetric field) is measured in grams/kilograms or ounces/pounds. Additionally, fish don't have a given weight per inch. Two six inch fish can easily have different weights. Just like two people that are five feet tall can have different weights.
