If you mean a steam locomotive a British Mallard ( do not confuse with Mallet) was once clocked at l27MPH in a special downhill speed trial. the engine suffered severe damage to the drive wheels ( did not cause an accident but had internal shakes and cracks) and the experiment was never repeated a man named Duddington was the Engineer with Fireman T.,Bray. (the British preferred the tem engine driver, which we do not use). source, Railroad section of the Guiness Book of World Records. still a record for a steam locomotive I believe she was a 4-6-2 (Pacific) type similar to out Blue Comet in wheel arrangement only.
