I live in a basement apartment. If the real question is what is the "minimum" height for a basement apartment - I would say it is what I am in. Which is 82 inches tall. Which is 6ft 10 inches. I can touch the ceiling but it is still comfortable.

In the US, the standard length for studs (the vertical boards that sustain a wall) is 92 5/8".
