Because they give off RF energy. This Radio Frequency signal will interfere with any radio near by. Cheap shop lights are the worst. More expensive well made fluorescent lights limit the amount of interference and should not be a problem. A loose ground wire will also cause the light to hum and interfere even more. High Intensity lights are best for an unheated garage.

Make sure the fluorescent lights are grounded properly. Also check the pin connections to make sure they are tight. Also the lights must be manufactured for residential use. If you still have the interference then replace the lights with modern ones, but first see if you are getting the interference through the lines of from RF interference. If battery operated radios still have the noise then there is not much else you can do. If it only effects radios plugged in then you can install a RFI inline filter. I would suspect you have a loose ground.
