GPM only represents the volume of water, and you cannot deduce pressure from that alone. You would need to include line diamiter to the GPM to have enough data to deduce pressure. Fancy math would then follow.

So it doesn't always have to be cents per minute.

Multiply quarters per minute by 15 to obtain gallons per hour. There are four quarts in a gallon, and 60 minutes in an hour. Multiplying by 60 and dividing by four is the same as multiplying by their ratio: 15.
Use this formula to convert inches per minute to feet per hour:inches per second x 300 = feet per hour. So: 6 inches per minute x 300 = 1,800 feet per hour
