Carpet and flooring manufacuters use the following formula:

Number of linear ft. times .731 then they round to the next higher yard.

So, 28 linear ft. tinmes 0.731 = 20.47 Sq. Yds. rounded up to the nearest yard is 21.

I just ordered some flooring and that's how they told me to convert it.
