Sure, if you have enough. How fast the battery will charge depends on how many you put in the circuit (the more panels, the more charging power will be available). It isn't as simple as wiring them directly to your battery though, you should use anti-overcharging circuitry and a circuit that will prevent polarity reversal. Ideally, you would want to wire enough panels in series to produce about 14 Volts DC and then wire this series in parallel with at least one other identical 14 Volt DC series.
You typically do not want to wire it in series because if one bulb goes bad then the other lights will be off too. There will always be voltage to the ground wire, this is normal. The reason being is that the ground wire is bonded to the neutral terminal block back at the distribution panel. If you have a voltage reading to ground at the outside fixture with the switch in the on position then you have an open return neutral wire. This wire should be traced back from the light to the distribution panel. Check ever junction box that the circuit goes through and look for a loose or open white neutral wire. Closing the circuit where you find this fault will correct the problem.
