Remember the number indicates the size of your ribcage, the letter AA-KK indicates actually breast volume and a C is relatively small in that spectrum. This is a little understood concept...the number does not indicate breast size at all and in my experience 90% of women wear a back that is too big and a cup that is too small. A 38 Band would indicate that the measurement around the ribcage was very close to 38 " (not 33, as previously mentioned). Someone who measured 33" would probably wear either a 34 or 36 band.
