Since kilo means  "thousand" then there would be 1/1000th of a kiloliter in one liter or 0.001 kiloliters = 1.0 liters

Milliters is volume, kilometers is length, they dont compare.

There are 1000 mL in 1L. There are 1000L in 1kL. 1000 x 1000=1,000,000. Multiply the number of mL by 1,000,000 to convert mL to kL.
