There is no sensible answer to this question. A litre is a measure of volume, with dimensions [L3]. A kilogram is a measure of mass, with dimensions [M]. Basic dimensional analysis teaches that you cannot convert between measures with different dimensions without additional information. Even a few seconds of thought will tell you that 40 kg of air will occupy far more volume than 40 kg of lead.
