A millilitre is a measure of volume whereas a milligram is a measure of mass. The two measure different things and there is no point in even thinking about converting from one to the other. A moment's thought should be sufficient to convinve you that a millilitre of air will have much less mass than a millilitre of lead. So there is no conversion between millilitre and milligram that would apply to air as well as to lead.
