I see a problem. Yes cubic yard is 3' * 3' *3' or 27 cubic feet. but each bag is 0.75 cubic feet now he want 1.5 cubic feet so 2 bags give you 1.5 cubic feet 0.75 per bag. Now if it was 1.5 cubic yards then: 27/0.75 = 36, bags per cubic yard so 36*1.5 =54 bags for 1.5 cubic yards

It depends upon how deep you want it filled. For example, if you want it filled 6" deep, then the cubic feet would be 175 sq. ft X 0.5 ft. = 87.5 cubic feet. 87.5 cubic feet / 5 cubic feet/bag = 17.5 bags
