The last major earthquake, however, was recorded October 12, 2008 at 20:55:42 UTC (Roughly equivalent to GMT). It was at latitude 20.060°S and longitude 64.940°W, which is in Chuquisaca, Bolivia. The quake originated 356.3 km (221.4 miles) below the surface of the Earth. No fatalities resulted from the 6.2 magnitude quake.

I'm not sure, but I think it was Chile. It had the biggest earthquake and it was 9.5 on the Richter scale. I'm not sure though. You should try searching the web then this website though. But anyways I think that is the write answer.

The highest rating, a XII, is applied only to earthquakes in which structures are destroyed, the ground is cracked and other natural disasters, such as landslides or Tsunamis, are initiated. This was the Chile earthquake which measured off of the ricter scale which was 9.5.
