First, if you live in the US, you should convert it to Fahrenheit so people know what you're talking about. I've done that for you, and 38oC is approximately 100oF. That's not alarmingly high. In fact, it's nearly within the range of normal body temperature. I wouldn't be too concerned about it. If it persists for more than a couple of hours, you could give your child some acetaminophin (Tylenol) or ibuprofen (Motrin). But you should really talk to your baby's pediatrician before giving him any medication. Most health insurance companies have a toll-free number you can call for medical advice (though 9 times out of 10, they just tell you to call a doctor). If you live in the US, there's a toll-free number that I don't think is associated with any one particular insurance company. It's 888-884-2321. It's been a while since I used it, so I'm not sure it's still working.

A temperature of 39 degrees Celsius in a baby could indicate a fever which may be a sign of an infection. It is important to monitor your baby closely, offer fluids, dress them lightly, and consider giving fever-reducing medication as directed by a healthcare provider. If the fever persists or other symptoms develop, seek medical attention promptly.

Since the formula for finding the Fahrenheit from celsius is 9/5C + 32 = F~

351/5 + 32 = 102 1/5 degrees Fahrenheit. So as far as just hanging around or walking is concerned you would typically be safe, however any form of strenuous activity may be dangerous and lead to heat stroke.

That depends on the context. If you are talking about human body temperature then yes, it could be dangerous in terms of a fever because 39.5 ºC = 103.1 ºF.
