On a 1996 Ford ranger the PowerPoint outlet and cigar lighter outlet both stay on when the engine is shutoff is a relay sticking on or is the PowerPoint power outlet alway on?

The power point as well as the cig. lighter have constant power at all times.Unhook any chargers,g.p.s. etc....when not in use.
