A great number of substances will boil at arbitrary temperatures, given the appropriate pressure. Depending on where you are, de-ionized water will boil at around 96-104 degrees C.

If solute are added or if pressure is increased, yes. However under nomral conditions water boils at 100 degrees Celsius.
